Borderlands 2 and Borderlands The Pre-Sequel, known as the Handsome Collection on consoles, were also updated on April 3rd with new 4K textures on consoles and PC. This is released at the same time as Borderlands GOTY, which finally got a release for current consoles and a free update for existing PC owners of Borderlands.
While the Borderlands 2 and Borderlands The Pre-Sequel seemed to only add new and improved textures, it looks like there’s more than that. Modder Koby, who is working on a mod for Borderlands 2 called Borderlands 2 Reborn, found a new rarity being added to the game.
People: Gearbox didn't add anything new with the BL2 update

The rarity, as Koby explained, is a new added function from this update. However, the screenshots and videos featuring rainbow-rarity weapons require some modding to appear as that.

Basically, developers Gearbox only added the rarity but not the guns just yet, so rainbow weapons, with the appropriate RGB hue changes to the colour text, will not drop in normal gameplay.

Koby has also found that the rainbow rarity is not to be found in The Pre-Sequel.
What could this mean? Content creator SupMatto pointed out in his video that there is a Vault Hunter Insider program you can sign up on the official Borderlands site which will also include loot from previous games leading up to Borderlands 3. So rainbow rarity guns might have ties to the program, or not. We don’t know yet for sure.
Expect to hear more Borderlands news as its latest game, Borderlands 3, has finally got announced and will be out September 13th for the PS4, PC (Epic Games Store) and Xbox One.
