Civilization VI Rulers Of England Pack DLC Now Available

The sixth and final DLC pack of the Civilization VI Leader Pass, the Rulers Of England Pack, is now available.

Contrary to the name, the pack isn’t adding three new England leaders, but two new England leaders plus one new leader for Norway.

First off, there’s Elizabeth I for England. Yes, that’s the same queen Elizabeth that led England in Civilization V, known for her insistence asking if would you be interested in a trade agreement with England. Funnily enough, her agenda (AI behaviour) is literally called Trade Agreement where she will focus on having many trade routes and loves civs that have trade routes to her cities. In other words, she loves civs that have a trade agreement with England.

Memes and in-jokes aside, Elizabeth I leader ability is Drake’s Legacy which provides the following:

  • England’s Trade Route Capacity is increased by 2 after acquiring your first Great Admiral
  • Trade Routes to city-states provide +3 Gold for every specialty district in the origin city
  • +100% Yields from plundering Trade Routes

What this means is that England under Elizabeth really favours not only mercantilism play, but also the sea. The double yields from trade route plundering means Privateers can make England rich really quick, and you want England to rush for a Great Admiral- boosted from having harbours, which England has the better version of in the form of Royal Harbours- for that extra trade route slot. With Elizabeth I leading England, you can pursue various victory types, all made easier thanks to the surplus of Gold available to you should you play it right.

Norway gets a variant of its existing leader in the form of Varangian Harald Hardrada. The Viking warrior tried to conquer England once (but failed and ended with his death).

Varangian Harald Hardrada has the leader ability Varangian Guard which does the following:

  • Base game) 75% Discount on levying units, and all units pay 2 less maintenance
  • (Rise and Fall & Gathering Storm DLCs) 75% Discount on levying units, and levied units receive Culture, Faith, and Science from kills equal to 50% of the opponent’s combat strength

This version of Harald Hardrada works best when you ally yourself with city-states and levying their armies to bolster your own. Which is different from vanilla Harald (or Konge Harald Hardrada as it’s now called) which gets bonuses to building navy units. Varangian Harald Hardrada should be good for folks looking to dominate their enemies to victory.

Finally, we have a variant of the default England leader in Civ VI, Victoria – Age Of Steam. Her ability name is Age Of Steam which does the following:

  • +10% Production in cities for every Industrial Zone building in that city
  • +2 Production to all Strategic Resources

This Victoria is more focused on Production to reflect the Industrial Revolution that ushered England during her reign, as compared to the colonising bonuses she has as vanilla Victoria (now called Victoria – Age Of Empire). England under this Victoria’s rule will want to focus on developing their Industrial Zones (and with a lot of Production, could lead to non-stop wonder building for a cultural victory, or get them to the finish line when building those rockets for a science victory). And you might want to hog strategy resources for that extra production, so playing wide and expanding cities just to get resources under your border is something you should consider.

With this release, the Leader Pass for Civilization VI is complete with all 18 leaders released. It’s still a bit weird that the pass is only available on PC (Steam, Epic Games Store, Microsoft Store), MacOS and iOS, but not on consoles.
